​Incentives are a form of public private partnerships that enable the City to strategically target and accelerate investments in redevelopment areas. Incentives serve as a "market signal" to developers, investors and businesses to where the City believes there is the greatest potential and priority for future growth. The City seeks to leverage these types of public private partnerships to attract private investment to benefit the community and strengthen the local economy.

The projects in downtown have been driven by the 2007 Downtown Durham Master Plan and endorsed by the City Council and many downtown stakeholders. All City incentives are "performance based."  This is the most conservative approach to protect the public's investment. This means that a project will not receive any incentives until after the project construction is complete and the Certificate of Compliance is obtained and the incremental property tax revenue generation has begun. In short, public funding would follow private investment.

Economic development incentives are intended to spur the local economy by clearly indicating the City's redevelopment priorities.  The City's commitment in partnership with private investment encourages investors and businesses to make investments earlier and with greater confidence that the City is committed to sustaining the redevelopment effort. Through these efforts, investors and businesses are encouraged to do something that they otherwise may not have done, such as locate a business in a certain area and/or invest in equipment and facilities.

Some of the benefits of the projects which have received or will receive incentives are: they create temporary construction jobs during the building or renovating of a building phase, and they expand Durham's tax base annually by generating new property, sales and occupancy taxes.  In addition, they create new permanent jobs for businesses moving into the new or renovated property and also provide economic impact for businesses that become suppliers to the new or expanding businesses. The combination of all of these things attracts more private investment throughout the City.
